Biography

Julián Nóbrega serves as a Manager in projects related to renewable energies, energy purchase/sale auctions, and the wholesale electricity market.

He co-developed an energy and capacity purchase optimization software called OPTIME, which has been widely tested and used in real auctions in Panama and Guatemala. This model identifies the optimal set of suppliers to meet the distributors’ energy and capacity demand at the lowest cost, using mixed-integer programming.

He has supported energy and capacity purchase auctions developed in Panama and Guatemala since 2016.

He participated in developing a simulation and optimization tool for Electricity and Gas Markets, called OMEGA. This model is currently used by major generation companies in Argentina and has been used to support arbitrations and simulate other wholesale markets, such as SIEPAC, Peru, Bolivia, Cameroon, etc. The model is tied to electricity and gas market simulation, as well as the expansion mechanisms of both systems, determining the optimal installation of new plants, pipeline expansions, and new transmission lines.

Recently, he led the development of a program to replace subsidies with distributed generation systems in Panama, in collaboration with Panama’s Energy Secretariat and with IDB support.

He provided consultancy in various evaluations of Solar and Biomass Energy Projects based on Law No 27.191 for companies in Argentina. He specializes in photovoltaic projects and serves as operations manager of IRIS ENERGÍA, a Quantum subsidiary responsible for constructing PV projects.

He led the technical due diligence for Stellantis’s acquisition of a stake in 360 Energy, an Argentinian solar power generation company.

He has been a speaker at the 5th Forum on Economy and Climate Change of the Professional Council of Economic Sciences of the City of Córdoba, as well as at numerous in-company training sessions and seminars, especially those related to implementing the Optime model and the rule changes for its use in Panama and Guatemala.
