Biography
Fernando Damonte is the Director of Quantum. His main role involves overseeing and coordinating consulting projects, planning their execution, and actively participating in the review and presentation of the study results.
Fernando has worked in the energy sector for more than 20 years. During his early years, he served as the Head of Tariffs at Distribuidora de Gas del Centro y Cuyana in Argentina. Since joining Quantum in 2002, he has been involved in the first natural gas tariff reviews in Latin America, notably in Argentina, Mexico, and COMGAS in São Paulo, Brazil.
He has participated in consulting projects related to the wholesale electricity market and its relationship with the natural gas sector in Mexico, Jamaica, the Dominican Republic, Ecuador, Colombia, Peru, Bolivia, Chile, Uruguay, and Argentina. These projects have been related to wholesale market simulations, mechanisms for electricity and natural gas system expansion, and the analysis of marginal electricity costs and prices of natural gas and LNG.
In the electricity transmission and distribution segment, he has participated in numerous tariff studies, developing optimal tariff structures and calculating efficient regulated costs in Ecuador, Brazil, Peru, Bolivia, Chile, and Argentina.
Beyond the Americas, he has also carried out consulting studies in Cameroon, Mozambique, Spain, and the Solomon Islands.
He has also been a speaker at numerous courses and congresses, including 19 International Seminars on Regulation and Tariffs organized annually by Quantum.
He has also participated as a speaker at various forums, international seminars, and in-company training programs, including the Gas Summit and Smart Grid Forum, the Regulation Course organized by PURC at the University of Florida in the United States, the DEA International Forum, the Seminar on Conceptual and Pragmatic Elements of the Economy of Public Service Regulation in Costa Rica for ARESEP (Public Services Regulatory Authority), and the XIX Congress of Naturgas, the Colombian Natural Gas Association, among others.
He was a judge for the work developed by ISA personnel at the ISA Knowledge Days 2019.
He has also co-authored articles in books and academic publications on topics such as tariff design and efficiency estimation in electricity distribution companies.
The topics that have most inspired him throughout his professional career are related to the development of comparative efficiency studies and best practices, regulatory strategies that incentivize concessionaires to behave optimally by expanding service, improving quality, and fostering ongoing innovation.
