Biography

Tristán García is the Director of Quantum and Manager of the Electricity Business Unit. He also serves as a Project Manager. His main role is to supervise, coordinate, and execute consulting projects related to electricity distribution and transmission activities.

Tristán has been working at Quantum for over 20 years. He has actively participated in more than 50 tariff studies conducted by Quantum in Argentina, Bolivia, Brazil, Cameroon, Chile, Ecuador, El Salvador, Guatemala, Solomon Islands, Jamaica, Mexico, Mozambique, Panama, Peru, Dominican Republic, USA, and Venezuela. Among the most significant or recent studies he has led are: In 2021 and 2020: Comprehensive Tariff Reviews for the distribution companies EC Sapem (Catamarca, Argentina) and EdERSA (Río Negro, Argentina); 2019 Tariff Study for the CRE of Bolivia, one of the largest cooperatives in South America, serving more than 700,000 users; 2018 Distribution Value Added Study for DEOCSA and DEORSA in Guatemala, companies that cover practically the entire rural area of the country, serving together more than 1,800,000 users; 2017 Tariff Study for EDM, the sole provider of electricity service in Mozambique, serving more than 2,000,000 users; and the 2016 Tariff Study on EDENOR and EDESUR companies, contracted by the Electricity Regulatory Authority of Argentina, which supply electricity to more than 5,000,000 users.

As part of his responsibilities in project execution, he has been directly involved in the collection and processing of basic information necessary to meet the different calculation modules, interpretation, and execution of activities in line with the terms of reference and regulatory standards, as well as the development and implementation of calculation models according to the requirements established in each country’s current regulations.

Although his main activity is related to tariff studies in the electricity distribution and transmission sector, his professional know-how enables him to maintain sustained participation in asset valuation studies, demand projection studies, load characterization studies, construction and interpretation of financial models, and comparative efficiency studies.

He has participated as a speaker in more than 10 international seminars on public service regulation and tariff calculation developed by Quantum, and has also been part of the teams of Quantum professionals who provide in-company training required by clients in the public service sector.
