Biography
Mario Damonte is the President of Quantum. His main role involves coordinating the managers of Quantum’s three main sectors, meaning he coordinates the Operations Manager, the Administrative Manager, and the Manager of Quantum do Brasil.
He founded Quantum 18 years ago and currently serves as President and General Project Coordinator, specializing in the structural conception and design of incentive-based regulatory mechanisms within the context of the privatization processes of the electric power and natural gas sectors in Latin America. He has over 25 years of experience in the areas of Distribution, Transmission, and Generation of Electric Power and Gas Distribution. His career includes managing consulting projects for 18 economic groups in 17 Latin American countries. These projects encompass Rate Calculations, Regulated Rate of Return Calculations, Revenue and Energy Purchase Cost Projections and Evaluations, Demand Projections, Load Characterization Campaigns, Evaluation of Wholesale Electric Market Operations, Optimal Expansion Plans and Loss Calculations, Consulting Services for Self-Generation and Cogeneration, and the restructuring and privatization of the electric power sector in countries like Brazil.
Mario also participated as the lead expert in the proposal for the New Electricity Regulatory Framework for the Province of Córdoba for the Ministry of Water, Environment, and Public Services of the Province of Córdoba in 2018.
Additionally, he served as an expert witness selected by the State of Guatemala in the CIADI Arbitration Case No. ARB/10/23, TECO Guatemala Holdings, LLC v. Republic of Guatemala in 2011, and in the CIADI Arbitration Case No. ARB/09/5, Iberdrola Energía, S.A. v. Republic of Guatemala in 2010.
He was part of the Energy Department of the Institute for Studies on the Argentine and Latin American Reality (IERAL) under the Mediterranean Foundation. He actively participated in the development of the current Argentine energy sector model, particularly in the Electricity Regulatory Framework Law and the organization of ENRE (National Electricity Regulatory Entity) and CAMMESA (Administrator Company of the Wholesale Electricity Market).
Before founding Quantum, Mario held the position of Energy Area Manager for the ARCOR Group of Companies, where he was responsible for Technical, Administrative, and Commercial Management, including strategic planning, contract management, and execution for a cogeneration plant and a combined cycle plant. He was responsible for supplying electricity and liquid fuels, and natural gas to the 37 plants of the ARCOR Group.
Before Quantum, Mario also worked as an Economic Analyst and in Production and Investment Planning for Corporación Cementera Argentina, as Electrical Project Manager for the New Cement Plant in Mendoza, and as Electrical Project Manager for the Cement Plant in Yocsina. He also served as Manager of Electrical, Electronics, Control, and Communications Engineering for Corporación Cementera Argentina S.A.
It is worth highlighting his participation in the Argentine National Government in various roles, including Director of the Administrator Company of the Wholesale Electricity Market S.A. (CAMMESA), Advisor to the Secretary of Energy of the Nation, and Advisor to the Undersecretary of Economy of Argentina.
