Biography

Mariana De Santis has been a senior consultant at Quantum for 19 years. Her main activities focus on regulated market analysis and quantitative methods, emphasizing comparative efficiency studies and demand projections.

She has participated in numerous consulting projects in the regulation sector across electricity, natural gas, and water and sanitation sectors in Latin America. She has conducted economic analyses of various regulated markets and actively contributed to many benchmarking studies developed by Quantum.

In the electricity distribution and transmission sectors, she has participated in benchmarking studies on the institutional and regulatory organization of the electric sector in different countries. These projects included work for Electricidad de Caracas in Venezuela, cost studies for energy distribution and marketing for Empresa Eléctrica Regional Centro Sur C.A. (CENTROSUR), generation and distribution cost studies for AES Corp, USA, operating cost updates for Electricidad de Caracas in Venezuela from 2006–2008, non-technical loss studies for Jamaica Public Service, and assessments of operational costs, productivity, and service quality in Brazil’s electricity distribution sector. Clients include the Brazilian Association of Electric Power Distributors (ABRADEE), Eletropaulo, CEMIG, CEMAR, and CELPA, among others. She also actively contributes to technical efficiency estimates for the natural gas distribution sector in Quantum’s regular benchmarking studies.

In the natural gas transportation and distribution sectors, she has analyzed and applied different methodologies for estimating productivity and the X factor for Comgas and CENAGAS. Additionally, she has conducted numerous studies on efficient cost estimates for regulatory use in tariff studies and as management tools for Latin American companies.

She has also been actively involved in the estimation and proposals for determining efficient operating costs in the water and sanitation sector for various state regulators in Brazil and currently works on comprehensive sector studies. Recently, she assessed the efficiency of water and sanitation service providers in Brazil using a process-focused approach, presenting key findings at the XIII Brazilian Congress of Regulation and ABAR Expo in São Paulo, Brazil, in October 2023.

Her experience includes demand projection studies, conducted for regulatory tariff calculation studies for CRE (Bolivia), Deocsa, and Deorsa (Guatemala), as well as for market studies for COPEL, FURNAS, and COMGAS (Brazil).

Recently, she contributed to estimates of the shadow price of unserved energy for designing quality incentive schemes for electricity distribution companies within a Research and Development project by CPFL, Brazil.

Since 2012, she has been a speaker at the annual Public Services Regulation seminars organized by Quantum. Additionally, she has been part of Quantum’s team for in-company training programs for companies and regulatory bodies.

She possesses extensive experience in applied research in both professional and academic sectors. Currently, she serves as a Full Professor in Microeconomics at the Faculty of Economic Sciences at the National University of Córdoba, where she has led numerous research projects approved and funded by relevant agencies. She has received numerous scholarships for academic activities.

Her main interest lies in connecting academic developments with the analysis of issues tackled by regulators and consultants to contribute to the advancement and well-being of service providers and consumers.
