Biography
Lucila Brouard is an Industrial Engineer with a Master’s in Green Economy. Since 2020, she has been working as a consultant in the regulated public services sector, primarily in Latin America and the Caribbean.
She has actively participated in projects within the electricity, natural gas, and water and sanitation sectors in countries such as Argentina, Brazil, Chile, Jamaica, Ecuador, Mexico, El Salvador, Panama, Uruguay, and Vietnam, among others. Her notable projects include:
- 2023: Consulting services for cost and rate studies for the water and sewer provider in Jamaica (NWC);
- 2022: Fifth five-year tariff review for natural gas providers CEG and CEG RIO, Brazil;
- 2022: Technical assistance for conducting and developing a market study and rate structure for the water and sewer provider in Ceará (CAGECE), Brazil;
- 2021: Proposal for a GN-LNG commercialization model for the Colombian market for PROMIGAS, Colombia;
- 2021: Technical advisory in the Viarondon judicial process for CPFL, Brazil;
- 2021: Support for the second comprehensive rate review process of the Gasmig concession, Brazil;
- 2021: Analysis of solar communities and pre-feasibility study for CRE, Bolivia;
- 2020: Support for the Zero Fossil Fuels Initiative for the Galapagos Islands for the Inter-American Development Bank – IDB – Ecuador.
Additionally, Lucila contributes to the commercial area by preparing bids for national and international projects. Her expertise in proposal development and her ability to coordinate with multidisciplinary teams have been crucial for successfully securing contracts and implementing large-scale projects.
