Biography
José Marcio Goulart Junior is an economist currently pursuing a master’s degree in economics focused on regulation and public policy evaluation, with a postgraduate degree in finance, auditing, and control. He currently serves as Project Manager at Quantum do Brasil Ltda. and is the company’s Chief Economist registered with the Regional Economics Council – Corecon/MG.
José Marcio has over 10 years of experience in regulatory consulting, working across the electricity, natural gas, sanitation, and urban passenger transport sectors. He is also responsible for the commercial area and for setting up bidding projects at Quantum.
He has participated in consulting projects related to the tariff review processes for distribution companies such as Copel, CEEE, Elektro, AES Eletropaulo, Celesc, Celpa, Cemar, Energisa, Copasa, Eletrobras, BR Distribuidora, Compagas, Gasmig, Copergás, Cigas, and Comgás, as well as in calculating the cost of capital rate (WACC and CAPM) for Abrage, Abrate, Apine, Gasmig, SCGás, and AES Eletropaulo. He has also actively contributed to defining regulatory frameworks for agencies such as ARG, Sedectes, ARCE, ADASA, and ARSP-ES and has taken part in Technical and Financial Due Diligence processes for various public utility distributors (Celg-D, MSGás, Cemig, ES GÁS, and Bahiagás).
He also has experience in developing models for assessing the economic-financial balance of concession contracts and independent verification, both in the urban passenger transport sector in Vitória-ES and Maceió-AL, and in the Sanitation sector in Rio de Janeiro.
Other notable experiences include participation in projects analyzing the economic-financial balance of concession contracts, development of econometric models, operating cost estimation, demand projections, and valuation, as well as other specialized consulting in the public services sector.
He has also been a speaker in numerous in-company training sessions for public service companies and regulatory agencies across Brazil.
In recent years, he has managed various Structuring and Natural Concession Due Diligence projects in Brazil and has presented at several courses and conferences in the regulatory and infrastructure sectors.
He is also the author of academic publications on the cost of capital rate calculation and the application of institutional economics in the public services sector.
Previously, he was a scholarship holder in the production planning area at the Daily Sunshine Holland floriculture in the Netherlands and was also a mentor at UFV’s Technological Incubator (ITCP), assisting in administrative and accounting organization, as well as project writing for public and private fundraising.
