Biography

David Rosemberg is a Senior Consultant at Quantum. His main role involves asset valuation for rate studies in electric transmission and distribution and technical-economic evaluation of cogeneration projects, planning the execution of studies, and actively participating in the review and presentation of the results.

David has worked in the energy sector for over 50 years. He has served as a project engineer for several electromechanical construction companies, preparing and/or supervising the engineering for electric power generation, transmission, transformation, and distribution facilities.

At the consulting firm Inconas – Professional Engineering Services – he worked in the electromechanical department as head of the electrical area, performing feasibility studies, preliminary projects, designs, and technical assistance in the inspection of hydropower plant works and transformer stations.

For telecommunications companies, he managed projects for broadband network construction.

As an independent consultant, he developed preliminary designs for electric lines and transformer stations and served as an advisor on the technical-economic evaluation of installations to be concessioned, for various companies participating in the privatization process of the Argentine electric generation and distribution system.

Since 2003, he has served as an engineering consultant at Quantum, focusing on generation, transmission, and distribution of electric power.

In the transmission area, he actively participated in the project for asset replacement development and definition for ETESA, Panama; in the design of toll rates (wheeling) for Jamaica Public Service Company Limited (JPSCO), Jamaica; in the project to develop the methodology for the energy auction process for large customers for ETESA (Empresa de Transmisión Eléctrica S.A.), Panama; in the pricing study of the transmission backbone system (STT) in Chile in 2006 and 2010 for the CNE (National Energy Commission of Chile), Chile; in the Methodology Study for Transmission Expansion Planning in Ecuador for the National Electricity Council (CONELEC), and in determining transmission tolls in Guatemala, for the companies Transnova (ENEL) in 2017 and 2019 and ETCEE INDE (2017), among others.

Additionally, he participated in numerous projects in the Latin American energy sector. Key projects include: review and analysis of planning criteria for generation expansion for UPME (Mining and Energy Planning Unit), Colombia; Benchmarking of service quality regulations in Latin America for DEOCSA (Electricity Distribution of the West S.A.) and DEORSA (Electricity Distribution of the East S.A.), Guatemala; Determination of distribution added value for the period November 2009 – October 2013 for the rural electric system (SER) for ELECTROPUNO (Electro Puno S.A.A) and Determination of distribution added value for the period November 2009 – October 2013 for sector type No. 2 for ELECTRONOROESTE, Peru.
