Biography
César Yori is Director of Quantum and Business Manager of the Natural Gas Unit at Quantum. As a consultant specializing in technical-regulatory aspects, he actively participates in projects related to the natural gas sector.
He has been working at Quantum since 2007 and has developed over 23 comprehensive tariff review processes for natural gas distribution and transportation companies in Argentina, Brazil, Peru, and Mexico, as well as numerous investment feasibility studies, company valuations, and demand projections.
As a consultant for Quantum, he has provided consulting services to the following companies and government entities: ABRACE, ADASA, ADIGAS, Regulatory Agency of the State of Santa Catarina – ARESC, BNDES, Camuzzi Gas, CAF, CENAGAS, CFE Energía, National Electric Energy Commission of Chile – CNE, CONTUGAS, COPERGAS, CREG, ECOGAS, ENGIE, GASNOR, GASMIG, Bogotá Energy Group – GEB, IENOVA, Litoral Gas, Naturgy, OSINERGMIN, Petrobras Distribuidora, PROMIGAS, Economic Development Secretariat – SEDE, SNMPE, and TGI.
César Yori has extensive experience in the structure, operation, and regulation of natural gas markets in Latin America. He has contributed to the design of regulatory frameworks for natural gas distribution networks in the states of Minas Gerais and Santa Catarina, Brazil; the development of a regulatory framework for natural gas in El Salvador; and the preparation of a document with actions to promote the massification of natural gas in Peru.
He has also collaborated on various technical-economic feasibility studies for natural gas transportation and distribution infrastructure projects in Argentina, Brazil, Mexico, and Peru, including 8 natural gas pipeline projects for CFE in Mexico and a pre-feasibility analysis for the supply of natural gas from Bolivia to Uruguay and Paraguay.
He has advised major companies in the energy sector in valuation and “due diligence” processes for natural gas distributors and transporters.
Additionally, he has been a speaker at numerous courses and conferences, including 10 International Regulation and Tariff Seminars organized annually by Quantum. He also participated as a speaker at the Seminar on Conceptual and Pragmatic Elements of Public Services Regulation Economics in Costa Rica for ARESEP (Regulatory Authority of Public Services) and in several “in-company” trainings, notably for ARESC, Camuzzi Gas, CNE (Chile), CONTUGAS, ENGIE, PROMIGAS, and SEDE.
In the academic field, he has served as a professor at the National Technological University.
