Biography

Daniel König is an Industrial Engineer from the National Technological University – Córdoba Regional Faculty, Argentina, and is currently preparing his thesis for a Master’s in Business Administration (MBA) at the Catholic University of Córdoba – ICDA.

He currently serves as a Project Manager at Quantum and has over 10 years of experience in the regulated public services sector in Latin America, particularly in economic regulation, participating in the development of various tariff calculations, regulatory methodology analysis, Regulatory Management Model design, cost benchmarking studies, and efficiency analysis, among other areas.

He specializes in Benchmarking projects within the energy sector, which involves comparing the performance and operational practices of energy companies to industry standards to identify improvement opportunities and adopt best practices, evaluating energy companies’ efficiency, productivity, and competitiveness.

Additionally, he has participated in over 20 regulatory projects for public service companies in Argentina, Bolivia, Brazil, Colombia, and Peru, as well as tariff calculation processes for electricity and natural gas distribution companies.

In the natural gas sector, he has worked on projects involving companies from various countries, including Argentina, Brazil, Colombia, Uruguay, and Peru. Notable projects include his contributions to International Benchmarking Studies for various natural gas distributors in Latin America; the Tariff Study Project for CIGÁS, Brazil, which involved calculating income requirements, average margins, and tariff proposals for the next five-year period. In 2018, he began leading projects such as the Comprehensive Review of the Natural Gas Distribution Concession Contract for CONTUGAS in Colombia; the Tariff Impact Analysis for the 2022-2026 Tariff Calculation for Contugas for TGI in Colombia, and the determination of Operating Costs for natural gas transport for the Northwestern Argentine Gas Pipeline (GNEA), among others.

In the electricity sector, he has served as a regulatory economics consultant for the 2012-2015 tariff study commissioned by CRE (Rural Electrification Cooperative Ltd.) in Bolivia; in operational cost benchmarking studies for electricity distribution for Abradee (Brazilian Association of Electric Power Distributors) in Brazil; in technical assistance for analyzing methodologies proposed by the regulator for Abradee’s third tariff review cycle in Brazil; in the Prefeasibility Study for electricity generation through Solar Energy and Biomass for ARCOR in 2017; in CRE’s subsequent engagement for a Diagnostic Assessment of the company’s current situation in 2018 for a new Tariff Review; among others.

His main electricity projects included a distribution benchmarking study prepared for the Energy and Mining Investment Supervisory Body (OSINERGMIN) in Peru; a distribution benchmarking study carried out by the Regional Energy Integration Commission (CIER), integrating numerous companies from Latin America (ongoing study); among others.

He has conducted “Technical Consulting Training on 3CRTP Methodologies” courses for ELETROBRAS distributors in Brasília in 2012. He participated as a speaker at the Public Services Regulation Seminar held by QUANTUM in San Carlos de Bariloche in 2017, focusing on Regulatory Management Model design and use. He provided training and instruction in regulatory aspects related to the natural gas distribution tariff calculation process in Peru (2018-2022) for the distributor Contugas. He participated in the Public Hearing in Peru convened by the regulator Osinergmin in March 2018, advising on issues related to the regulatory study process for defining TUD rates for the 2018-2022 period.
