The training is divided into three main themes:

Theoretical Foundations: We will begin with an opening plenary session introducing the content of each session, allowing participants to make informed choices for their agendas. Topics include Natural Monopoly and Strategies, Incentive Regulation, and New Paradigms and Modernization in Public Services, essential for understanding the remainder of the seminar.

Applied Theory: Presentations will take place in simultaneous rooms, organized by themes: Foundations, Regulatory Tools, Tariff Design, and Trends. Under Foundations, topics include Demand Analysis and Projection, Efficient Cost Determination, Productivity and X Factor, Application of DEA and SFA in Public Services Tariff Calculation. In Tariff Design, topics include Capital Cost Rate, Capital Cost and Base, Tariff Structure, Load Characterization Campaign, and Tariff Design (Equity and Sustainability). Regulatory Tools will cover Tariff Design Foundations, Regulatory Accounting and ABC Costing, Online Auction Model for Optimal Energy and Power Procurement. Trends will include the Impact of Distributed Generation in the Electricity Sector, Smart Grids and Dynamic Tariffs, Investment Opportunities in Renewable Energy, and the Energy Transition.

State of the Art: We’ll review the current state of regulation in Latin America and showcase our latest developments in each sector (Electricity, Natural Gas, Water, and Sanitation). Each sector will have separate sessions in simultaneous rooms, covering:

  • Electricity Sector: Comparative Electricity Regulation I & II, Network Optimization, Technical and Non-Technical Loss Studies, Tariff Calculation Model, Regulatory/Financial Management Model, Benchmarking, and Service Quality.
  • Natural Gas Sector: Comparative Gas Regulation I & II, Tariff Calculation and Regulatory Management Model, Expansion of Natural Gas in Latin America, Natural Gas Commercialization and Market Liberalization, the Present and Future of Natural Gas, Transition from Natural Gas to Hydrogen, Benchmarking.
  • Water and Sanitation Sector: Comparative Water and Sanitation Regulation I & II, Tariff Calculation and Financial Model, Sanitation Tariff Structure, Regionalization and Universalization in Water and Sanitation I & II, Social Tariffs Applied to Water and Sanitation, Solid Waste Management.

To ensure maximum flexibility, sessions are modular, allowing participants to tailor their agendas by industry (Electricity/Natural Gas/Water and Sanitation) and depth of interest.

The seminar is intended for:

The event will take place at the Hotel Villa Huinid Pioneros, located on a 7-hectare plot of native forest. It is just 5 minutes from the Civic Center and faces the majestic Nahuel Huapi Lake. This privileged location combines the practicality of being close to the city center with the peace and tranquility offered by authentic contact with nature.

(*) According to decree 1043/2016, foreign residents living abroad can apply for an exemption from the Value Added Tax (21% VAT).

CONDITIONS FOR VAT EXEMPTION FOR FOREIGNERS:

According to the new regulations, to access the VAT reimbursement benefit, the following conditions must be met:

  • Reside abroad and prove such residency.
  • Demonstrate that the stay in the country is less than 90 days.
  • Make the payment for accommodation with a credit or debit card from abroad or through a bank transfer from any foreign bank.

Note: To access the benefit, all three requirements mentioned above must be met.
