Since 2007 Quantum’s natural gas team has been taking part in the Tariff Review of 5 natural gas distributors in Mexico.
The Natural Gas Distribution Tariff Calculation in Mexico included comprehensive support to the companies within the Grupo Gas Natural during the whole tariff review process in 5 of the 7 geographical areas where it works, delivering the distribution service within this country (Distrito Federal, Monterrey, Saltillo, Nuevo Laredo and Toluca).
In July 2007, the Group had 1,113,713 customers and a distribution network of nearly 15,000 kilometers.
The team was made up by Quantum and Gas Natural technicians. The aim was to develop 5 tariff models applying two-part tariffs which enabled the tariff chart proposal for the 2008-2012 period to be determined in each of the 5 above-mentioned services. |

A financial model was also developed, integrated with the tariff model, for decision making purposes.

The calculation engine used was Analytica, which allows to develop high flexibility and transparency models by means of flow charts and smart matrices for multidimensional data management.
Excel was used for the presentation of output data and reports.
During the advice and support period to the Group in Mexico, a Seminar on "Tariff and Incentive Calculation" was also run in which Mario Damonte took part. Executives from Gas Natural and the Energy Regulation Commission (CRE) attended.
