During the mid 1980's, most of the Latin American countries faced deep processes of transformation of the State, delegating in the private sector the accomplishment of the productive activities and leaving for the public sector the responsibility of regulation and control. Even more important was the change of the regulatory philosophy, that leaving the Traditional Regulation of the Rate of Return (Cost of the Service, Cost Plus or Rate of Return Regulation, etc.), evolved towards the Optimal Regulation, using strategies of incentives to motivate the companies to reduce costs and increase efficiency.

Who We Are

Quantum America Corporation is an international consultancy firm specializing in Energy in the area of Public Utilities, with a strong presence in the Latin American market and expanding into the rest of the world, with branches in the United States, Argentina, Peru y Brazil.

Quantum has actively participated in the structural conception and design of mechanisms of incentive regulation, within the privatization processes framework of the electricity and natural gas sectors in Latin America.
